The Transitional Housing Program provides accommodation to customers who are homeless or at risk of becoming homeless and need a period of transitional support in establishing and maintaining a tenancy.
The program is delivered through a partnership between Specialist Homelessness Services (support provider) mainly within the SA Homelessness Alliances, the SA Housing Trust and Community Housing providers. Community Housing Providers are responsible for the property and tenancy management.
The SA Homelessness Alliances, which involve multiple support providers include four regional homelessness alliances and a state-wide domestic and family violence alliance. The Alliances, together with the housing providers work collaboratively to maintain safe and supportive accommodation that addresses issues affecting customers’ ability to get and keep accommodation.
This program does not provide long term accommodation.

Eligibility
Customers may be considered for the Transitional Housing Program if they meet the eligibility criteria set out in the Specialised Housing Program Policy (PDF, 160.6 KB) including:
- they’re eligible for community housing in line with the Community housing eligibility policy (PDF, 301.2 KB),
- they’re experiencing primary, secondary, or tertiary homelessness, or are at risk of becoming homeless and are being supported by a support provider within the Alliances.
Assessment and Selection
Support providers assess customers’ housing and support needs to determine if they’re eligible for the program or if other housing options are more appropriate.
Eligible customers are matched to available properties based on the relative urgency of their need and suitability of the property and community to their circumstances.
Selection decisions are made collectively between the Alliances and housing providers.
Managing Tenancies
Customers are housed on a short-term lease, and the community housing provider manages the tenancy in collaboration with the customer and their support provider in line with the Specialised Housing Program Policy and Procedure.
The housing provider:
- sets the rent in line with the Community Housing Rent Policy, Addendum 3, Community Housing Rent Procedures for Affordable Tenancies as specified on the schedule to the lease agreement
- manages the property and the tenancy in line with the Transitional Housing Program maintenance guideline (PDF, 170.3 KB)
- collaborates with the customer’s support provider to manage any tenancy or property issues, including antisocial behaviour.
The support provider:
- provides case management and coordinates supports to the customer to help them maintain the tenancy
- works with the customer to identify and access suitable housing exits
- identifies any risks
- communicates regularly with the housing provider.
The support provider and housing provider work collaboratively to help the customer successfully maintain their tenancy and engage appropriate strategies to minimise tenancy and property issues.
Case management plans
The case management plan is the responsibility of the support provider. The support provider will continually review case management plans, with the customer, and provide support to help the customer maintain independent living skills and address any tenancy or property concerns.
Before the customer leaves a program property, their support provider works with the customer to develop a suitable exit strategy to make sure they don’t become homeless. This includes helping them find, apply for and secure safe, appropriate, viable and affordable long-term accommodation.
The community housing provider can provide advice about the housing options available to the customer.
