New Good Neighbour Policy to support safer communities

The SA Housing Trust is introducing the Good Neighbour Policy, a new approach to addressing antisocial behaviour in public housing. The policy takes effect on 17 September 2025 and replaces the former Anti-Social Behaviour Policy.

The new policy sets out clear expectations for tenants to be good neighbours and strengthens how the Trust responds when behaviour impacts the peace, comfort, or privacy of others. Antisocial behaviour is now defined as intentional or reckless conduct, highlighting the responsibility for tenants to control their actions.

Key improvements include:

  • A clear definition of serious misconduct.
  • Removal of verbal warnings and outdated severity levels.
  • More detailed procedures for making complaints.
  • Greater transparency around investigations.
  • A new conciliation conference pathway to support early resolution of issues.

The changes are part of the Trust’s commitment to creating safer and more respectful neighbourhoods. Staff will receive training to help tenants understand and meet their responsibilities, and further information will be available to tenants via SA Housing Trust offices.
